Basically the reason why you aren’t coming up with any “clever” ideas is because everything has already been done. I am a firm believer that if you really want to have a website, find something someone else is doing and tweak it to your liking.

If you like the way another site is and it is successful just copy the format. Make it look different and fill in the blanks with your own ideas. You’ll see that once you start you’ll come up with more ideas as you go along. Hell, if you want to be really clever combine the formats of multiple sites and go from there.

As far as a site design no-one else has ever seen goes… Unless you are a really awesome artist who has never been on the internet yet are skilled enough to create your graphics on a computer, you should know that you’ll never accomplish this goal either.

There are millions of sites out there and of those sites there is probably only 6 basic page layouts.
If your site to be has something interesting on it, is easy to navigate and doesn’t have a whole mess of animated gifs or flash that doesn’t serve any purpose. The you will at least have a website that you can be proud to show your 3 friends and perhaps eventually others will stumble across it as well.

Tell you what, when you are done if your site isn’t a complete ball of shit like mine is, then I will add you to my links bar and maybe you’ll get some traffic that way.

You’re best bet though is not listen to a thing I say, I know less than nothing.
